The Section 301 Committee of the Office of the US Trade Representative (USTR) is holding hearings at the US International Trade Commission as part of a consultation process ahead of proposed import duties on certain Chinese produced tyres.
On 10 August 2018 China’s Ministry of Commerce announced plans to implement anti-dumping duties ranging from 23.1 per cent to 75.5 per cent on synthetic halogenated butyl rubber from the United States, the European Union and Singapore starting 20 August 2018.
The US imposing tariffs on imported vehicles and auto parts would be broadly credit negative for parts manufacturers that are part of a global supply chain, Moody’s Investors Service says in a new report. Even so, the financial impact to the auto industry stemming from the proposed tariffs — contemplated at up to 25 per cent for imported vehicles and parts — will mainly depend on the extent to which auto parts suppliers’ operations are spread out through the world and their products imported back to the US.
The Specialty Equipment Market Association (SEMA) has voiced its disapproval of US President Trump’s aim to impose 25 per cent tariffs on a range of products imported from China; the US-based association, which represents the vehicle aftermarket, says it opposes these tariffs as well as the Trump administration’s tariffs on steel and aluminium and the threatened tariffs on imported cars and automotive parts – it considers them “as misplaced and having the potential to impose significant harm on US businesses and consumers.”
The tyre industry has seen its fair share of import tariffs in recent years. The largest scale of these, across the widest range of products, was initiated by the US against Chinese produced car tyres in 2009. That president has been and gone since then (as have further tariffs on car tyres and OTR tyres), but still tariffs are making a huge impact on the tyre industry in the USA and beyond.
Following decisions on the part of the European Commission (EC) to review its Chinese truck tyre anti-dumping tariffs and to decide against implementing anti-subsidy remedies against Chinese-produced tyres for the time being, the industry itself has been responding to the news. For its part, the UK’s National Tyre Distributors Association (NTDA) was not shocked by the news that the EC is not planning to implement anti-subsidy (otherwise known as counter-veiling duties) and highlighted difficulties associated with their implementation.

With Goodyear having been amongst the few to officially comment on the matter since the announcement of tariffs at the start of May, we asked Gregory Boucharlat, director Fleet and Retread Commercial EU to bring us to speed on this as well as wider ongoing retreading trends.
During the course of May’s Tire Cologne Zafco promoted the new Zeetex SU4000 4S – an all season car tyre launched following the success of its predecessor ZT4000 4S. In addition, the stand displayed “the most celebrated summer tyres of Zeetex” including the ZT1000, HP2000 vfm, SU1000 vfm, HT1000 vfm and CT2000 vfm. There is also an array winter tyres such as the WP1000, WV1000, WH1000, WH1000 SUV and WQ1000.
At the end of May, anti-Chinese truck tyre tariffs were implemented. They included nominal (as opposed to percentage) tariffs at levels that surprised many. As a result, supply shortages and challenges at distributors were predicted. Shuttering of some of the lowest cost Chinese tyremakers is also expected. However, speaking to affected firms during the recent Tire Cologne reveals that many are already prepared to source tyres elsewhere. Indeed, the largest manufacturers have been off-shoring for some time. As a result, virtually all the leading Chinese tyre manufacturers already have non-Chinese tyre production in place. Let’s take a look at who’s got what.
Although present with its Goodride, Golden Crown and Westlake brands at The Tire Cologne, Richard Li stressed that the main focus for the Zhongce Rubber Group (ZC Rubber) during the show was upon the last of the trio. Westlake is, explained the assistant general manager and marketing director, the tyre maker’s “flagship brand in Europe.”
The rise of low-cost Chinese truck tyre imports in Europe has been well documented in the pages of various issues of our ongoing series of Retreading Special supplements. The resultant risks affecting the industry have led to pan-European awareness-raising and lobbying efforts at a European level. This in turn resulted in a European Commission (EC) investigating and on the impact of Chinese truck tyre imports on European retread sales, which began late last year. Then product registration began in February 2018. The latest news marks something of a victory for retreaders in their bid to revive the business as now we know that tariffs of between 52.85 euros and 82.17 euros per tyre are being applied to all truck and bus radials imported into Europe from China.

However, the above round of tariffs was actually an additional wave that followed as part of the Trump administration’s ongoing trade war with China. Steel is at the centre of this dispute, with President Trump suggesting that China is dumping steel in America. But now US tyre cord makers could close due to steel tariffs.

The White House said it would consult on tariffs on the other $16 billion of products with a view to applying these later.
At the end of April the UK’s second largest supermarket Sainsbury’s announced that it is merging with the Walmart-owned Asda supermarket. The goal? To push first-placed Tesco off the top-spot and to give the newly combined chain better access to different geographic areas and consumers. Giti Tire has given its first indication of the measures it is taking to shore up its European position in light of the EU tariffs introduced on commercial vehicle tyre produced in China. Presenting two of its most popular tyres, including the Giti GTR955 Combi Road, with “Made in Indonesia” highlighted on their sidewalls, the manufacturer is showing it is capable of shifting European truck tyre production to its Tangerang manufacturing complex in Jakarta, following a development completed in late 2016.
