ETRMA: Science & evidence-based choices essential to achieve legislative targets

The subject of tyre and road wear particles (TRWP) was also broached at the European Tyre and Rubber Manufacturers’ Association’s (ETRMA) Board of Directors meeting. The Board stressed the importance of political debate – both on this issue and about the wider topic of sustainable mobility – adopting a strong scientific approach, based on facts and solid knowledge. Franco Annunziato, president of the ETRMA, called attention to the “value of having law-making, guided by robust science and based on evidences, as the only way to achieve the legislators’ targets.”

MSTyr15: Improving awareness of tyre labelling

The coordinator of the Market Surveillance Action on Tyres 2015 (MSTyr15) project claims success in its goal of ensuring that Regulation (EC) No. 1222/2009 on the labelling of tyres is effectively enforced. In a statement, PROSAFE (Product Safety Forum of Europe) has shared details of the 28-month project.

Make tariffs great again

The tyre industry has seen its fair share of import tariffs in recent years. The largest scale of these, across the widest range of products, was initiated by the US against Chinese produced car tyres in 2009. That president has been and gone since then (as have further tariffs on car tyres and OTR tyres), but still tariffs are making a huge impact on the tyre industry in the USA and beyond.

NTDA: EC anti-subsidy decision ‘no great surprise’

Following decisions on the part of the European Commission (EC) to review its Chinese truck tyre anti-dumping tariffs and to decide against implementing anti-subsidy remedies against Chinese-produced tyres for the time being, the industry itself has been responding to the news. For its part, the UK’s National Tyre Distributors Association (NTDA) was not shocked by the news that the EC is not planning to implement anti-subsidy (otherwise known as counter-veiling duties) and highlighted difficulties associated with their implementation.

Chinese truck tyres: EC proposes revised anti-dumping duties

Thanks to an internal document sent to EU member states and national tyre trade associations, we now have a clearer idea about what form the European Commission’s final anti-dumping measures against Chinese truck and bus tyres may take. The Commission favours a system of fixed, per-tyre duties similar to the preliminary duties introduced in May; the silver lining for Chinese tyre makers is that it has recommended these duties be reduced.

EC decides against tyre anti-subsidy measures – for now

Recent published articles have led to uncertainty regarding duties upon new and retreaded bus and truck tyres originating in the People’s Republic of China. On 13 July, the European Commission announced its decision not to impose anti-subsidy measures during its ongoing investigation into these products. This decision reflects the Commission’s practice of not simultaneously imposing provisional anti-dumping and anti-subsidy measures prior to reaching a final decision on the matter.

Tyre tariffs: Aeolus relocating production to Prometeon plants

Aeolus Tyre Co., Ltd. has emphasised its continued commitment to European markets. In a statement, the Chinese tyre maker describes its progress with the Aeolus brand within Europe as a “remarkable” achievement and stresses that the “unique position” it has claimed within the market will continue despite the introduction of anti-dumping duties. To facilitate this, some Aeolus tyre production will be relocated outside of China.

IAAF supports coalition’s call for EU Commission digitalisation opportunities action

Continental fined for participating in braking systems cartels

Identified as a participant in two cartels related to braking systems, tyre and automotive systems manufacturer Continental has received a fine of just over 44 million euros for its involvement. The first of these cartels concerned the supply of hydraulic braking systems and also involved TRW (now ZF TRW) and Bosch. The second cartel concerned the supply of electronic braking systems and also involved Bosch.

On 1 February the European Commission began implementing regulation (EU) 2018/163, making imports of new and retreaded commercial vehicle tyres originating from China subject to registration. The news follows the initiation of anti-dumping proceedings on 11 August 2017 and anti-subsidy proceedings on 14 October 2017.

HLG GEAR 2030 report: We are ready, says ETRMA

Yesterday, the High Level Group (HLG) GEAR 2030 issued its report on the competitiveness and sustainable growth of the automotive industry in the EU and offered recommendations on how the automotive industry can anticipate and adapt to current trends, specifically identifying two fields – zero emission and zero emission-capable vehicles (ZEVs and ZECs), as well as connected and automated driving (CAD). The European Tyre and Rubber Manufacturers’ Association (ETRMA) welcomes the adoption of the HLG report; in a statement, the association shares that it views the reports as constituting “a stepping stone for all stakeholders.”

Scania fined for price fixing

The European Commission (EC) has fined Scania more than €880 million (£770m) for its participation in a truck cartel. Scania was the sixth and final manufacturer implicated in the price-fixing scandal, but decided against settling with the EC last year. The five other truck manufacturers – MAN, Volvo/Renault, Daimler (Mercedes-Benz), Iveco and DAF – were collectively fined €2.93bn (£2.57bn) after admitting wrongdoing.
