China to Issue New Regulations on Tyre Industry
On 1 October the Chinese government will publish new rules on the management of the development of the tyre industry, according to the China Rubber Industry Association (CRIA).
Drafted by CRIA and the China Association of International Engineering Consultants (CAIEC), the legal document is designed to support the technical progress of tyre producers, the development of radial tyres, restrict the capacity expansion of cross-ply tyres and encourage enterprises to develop their own advanced technologies and a coordinated development of the industry.
The rules are expected to introduce standards for access to compulsory technical standards on quality, safety, environmental protection, energy conservation and raw materials consumption. The rules will also cover the building of new tyre factories, expansion of old factories, the import of rejected and used tyres, import and export of tyres, the lowering of the tariffs on the import of natural rubber and cross-ply tyre consumption tax.
The rules will also set the standards for recalling defective tyres, a verification system for new or expanded joint ventures and the standards for new factories concerning total investment, technical capacity and products. The rules will also require the establishment of the export price warning system and strictly forbid the import in any form of rejected and used tyres, the Asia Pulse news agency has reported.
